Who We Are

Right for Vermont Foundation is a non-partisan, non-profit think tank dedicated to advancing free-market solutions and responsible governance in Vermont. Through independent research, policy analysis, and public education, we empower Vermonters with the knowledge and tools needed to advocate effectively for fiscally responsible policies, individual liberty, and market-driven solutions to strengthen government accountability, expand opportunity, and promote economic freedom. 

Mission

To bring about a more prosperous and affordable Vermont by empowering its citizens to advocate for: fiscally responsible policies rooted in principles of subsidiarity; a reduction in burdensome taxes and regulations; government transparency and accountability; and an unleashing of opportunity for families, businesses, and communities across Vermont.

Vision

We envision a Vermont where residents thrive in an environment of economic freedom and affordability, where property taxes no longer force residents to choose between staying in their homes or moving out of state, where regulations support innovation rather than stifle it, where government operates openly and is held to high standards of accountability, and where every Vermonter has the opportunity to achieve prosperity through hard work, entrepreneurship, and personal responsibility.

Meet Our Team

Clara Morrison

Executive Director

Clara is a public policy professional with experience spanning grassroots organizing, legislative affairs, and coalition building. Since graduating from Syracuse University with a degree in Public Policy, she has served as grassroots engagement director, legislative liaison, and research analyst for Louisiana-based organizations, strengthening outreach and otherwise advancing policy initiatives at the state level. She later moved to Washington, D.C., where she served as the External Affairs Manager for a national organization, coordinating coalition engagement and advancing legislative priorities in support of federal and state government affairs efforts. As a new resident of Vermont, Clara is excited to bring her passion for advancing practical, principled solutions to the Green Mountain State, working to make everyday life more affordable for Vermonters.

Deborah Billado

President

Deb is a native Vermonter and one of eight children. She graduated from Trinity College in Burlington, Vermont, before worked in banking in Burlington for 10 years and at IBM for 15 years in Facilities Engineering. She has also been a small business owner in Chittenden County for over 35 years. Deb is married and the proud mother of two daughters and several grandchildren.

She served in municipal governance in Essex Junction for 12 years on the Board of Trustees, including as president and vice president. She also served as chair of the Vermont GOP, as a justice of the peace, and on the Board of Civil Authority, and has contributed to many community committees.

Russ Ingalls

Director

Senator Russ Ingalls represents Vermont’s Essex District in the State Senate, advocating for the Northeast Kingdom. Born in Japan in 1964 to a career Navy father, he grew up traveling worldwide – including Cuba, the Philippines, Maine, Alaska, and Vermont. Before settling in Irasburg and graduating from Lake Region Union High School in 1983.

A longtime resident and Newport real estate broker, Ingalls acquired seven local radio stations in 2025 for about $1 million through Green Mountain Broadcasters; they now feature Fox News alongside music and talk formats. His passion is helping Vermont to be a more affordable state for residents to live and thrive.

Alfred Parrella

Secretary

Alfred has lived in Vermont for over 60 years, originally from CT. He has long enjoyed Vermont life as a hunter, sugar maker, trapper, woodworker, and more. Professionally, Alfred dedicated 30 years to IBM in facilities engineering. Now retired, he continues to contribute to the community through his varied interests. He is married with children, grandchildren and great grandchildren who all reside in Vermont.
